This afternoon the Hon. Mohabir Anil Nandlall SC, Attorney General & Minister of Legal Affairs delivered a presentation as part of the Ministry of Parliamentary Affairs and Governance International Human Rights Law Certificate Course at the Arthur Chung Conference Centre, Liliendaal, Greater Georgetown. The Hon. Attorney General spoke on ‘Guyana’s Human Rights Framework and the Nature of Obligations’, including, ‘Human Rights and State Sovereignty’, ‘Citizens as Rights Holders’ and ‘the State as the duty-bearer’. Over 100 persons participated in person, with over 100 others attending via Zoom. The course is designed to introduce participants to the fundamental concepts of international human rights law. The course critically examines foundational topics such as the history, development, and nature of human rights, the legal foundation and framework for human rights, key human rights instruments, and the regional and international frameworks for the protection of human rights.
