Yesterday, I presented His Excellency President Dr. Mohamed Irfaan Ali and Hon. Prime Minister, Brigadier (Ret’d) Mark Phillips with complete sets of the recently revised Laws of Guyana. The newly revised Laws of Guyana consist of 19 Volumes along with an Index and a Chronological Table of Enactments dating back to 1831. The Laws are revised and updated as of December 31, 2022. Hard copies will be on sale shortly at the Library of the Attorney General Chambers. Currently, work is in progress to render these Laws electronically accessible in a user-friendly format. The Government of Guyana’s subsidized cost for one complete set of the hard copies of these laws is the sum of one million five hundred thousand dollars ($1,500,000). The recently launched Law Reports of Guyana (2008 - 2021) will also be on sale shortly at the same venue at the Government’s subsidized price of five hundred thousand dollars ($500,000) for a complete set.
TAKING GOVERNMENT TO THE PEOPLE The President is leading a Cabinet outreach in Region 7 (Cuyuni - Mazaruni). The Hon. Mohabir Anil Nandlall SC MP, Attorney General & Minister of Legal Affairs and the Hon. Sarah Browne-Shadeek, Minister of Amerindian Affairs visited and engaged with the residents of Isseneru Village, Middle Mazaruni. The engagement lasted several hours. After an outline of the broad policy imperatives of the Government with specific emphasis on the Government’s hinterland development programme by the two Ministers, the meeting was then open to the residents to raise the major issues and challenges confronting their community. Some of these issues were addressed by the Ministers and the others were documented and transmitted to Cabinet for action
Yesterday, the Government of Guyana launched a course of public consultations in respect of regulating children’s use of social media. No doubt, the world wide web and the instrument of the social media present great educational opportunities and facilities for children. However, unregulated, children are similarly exposed to the dark side of the web which have proven to be extremely dangerous to the welfare of children resulting in damaging social and other consequences. Our Government is now taking steps to protect the best interest of the child by regulating access to the internet and social media. Many countries have already moved in this direction. The consultations started yesterday and will continue in due course across the country with the engagement of all important stakeholders. This Presidential initiative is being led by the Ministry of Parliamentary Affairs & Governance in collaboration with other Ministries of the Government. This afternoon the Hon. Mohabir Anil Nandlall SC, Attorney General & Minister of Legal Affairs delivered a presentation as part of the Ministry of Parliamentary Affairs and Governance International Human Rights Law Certificate Course at the Arthur Chung Conference Centre, Liliendaal, Greater Georgetown. The Hon. Attorney General spoke on ‘Guyana’s Human Rights Framework and the Nature of Obligations’, including, ‘Human Rights and State Sovereignty’, ‘Citizens as Rights Holders’ and ‘the State as the duty-bearer’. Over 100 persons participated in person, with over 100 others attending via Zoom. The course is designed to introduce participants to the fundamental concepts of international human rights law. The course critically examines foundational topics such as the history, development, and nature of human rights, the legal foundation and framework for human rights, key human rights instruments, and the regional and international frameworks for the protection of human rights.

The Before
This morning, on behalf of His Excellency President Dr. Mohamed Irfaan Ali, I met with over 70 persons whose lands / occupation will be affected on the corridor along where the Guyana Power and Light (GPL) transmission cables will be run to transmit electricity generated under the Gas-to-Energy project along the East Coast of Demerara. The first batch of persons are from Goedverwagting to Columbia, Mahaicony. This corridor will extend to as far as No. 53 Village on the Corentyne Coast. The Government intends to compulsory acquire these lands and pay market value in accordance with law. The same process used by the Government for similar exercises in recent times for other national projects shall be utilized. Significantly, the Government assures that every effort will be made to ensure that the process is consultative and fair; that the affected persons receive adequate compensation and that they are accorded all the protective safeguards guaranteed to them by the Constitution and law.

Today, I participated in the launching ceremony of the Mabaruma Magistrates Court, Region One. This $278 million facility includes all the important modern amenities that a Court of law should possess. There are also living quarters for the Magistrate and Clerk of Court. This would ensure more frequent sittings of this Court.

The Hon. Mohabir Anil Nandlall SC MP, Attorney General and Minister of Legal Affairs on Thursday, April 4, 2024, met with representatives of the United States & Foreign Commercial Service of Guyana along with representatives from their sister agency, the United States Patent and Trademark Office (USPTO) at the Attorney General’s Chambers, Carmichael Street, Georgetown.
Today, the Hon. Mohabir Anil Nandlall SC MP, Attorney General & Minister of Legal Affairs was sworn-in as a member of a 20-person Constitution Reform Commission at the Office of the President. This Constitutional Reform Commission is established under the Constitution Reform Commission Act 2022 and is empowered with the mandate to recommend amendments to the Constitution of Guyana.
Today, nine (9) new Magistrates took their Oaths of Office before the Hon. Prime Minister, Mark Phillips in accordance with the Constitution.
Today I was pleasantly surprised by students and teachers of the Anna Regina Multilateral School who paid a courtesy call at the Attorney General’s Chambers.
The visiting delegation was led by Mr. Justice Adrian Saunders, President of the CCJ and included Mr. Justice Winston Anderson, Mr. Justice Peter Jamadar and Ms. Gabrielle Figaro-Jones, Registrar and Chief Marshall of the CCJ.
